The European Union (EU) has taken a significant step forward in its efforts to ensure the safe and responsible use of artificial intelligence (AI) with the General-Purpose AI Code of Practice. This code, intended to be signed by Anthropic, aims to strike a balance between public visibility into AI safety and transparency practices and preserving the private sector's agility.

Anthropic, a leading AI company, has expressed its belief that the code advances principles of transparency, safety, and accountability. The company has also clarified which actors are in-scope for the ASL-3 Security Standard, following the most recent update of its Responsible Scaling Policy. This policy, refined multiple times based on practical insights from implementation, provides a framework for responsible AI development and deployment.

The determination of in-scope actors for the ASL-3 Security Standard was based on a deeper understanding of relevant threat models and model capabilities. Meanwhile, the industry is still developing best practices for assessing systemic risks identified in the EU AI Code.
