Assessment of European Commission's 2030 Digital Decade Key Performance Metrics

The European Union's Digital Decade, a program aimed at supercharging digital innovation and technology usage among member states by 2030, has received valuable feedback from the Center for Data Innovation. The Centre has proposed specific key performance indicators (KPIs) to measure progress towards the EU's Digital Decade Policy Programme 2030 digital targets.

These KPIs are designed to reflect the EU's strategic objectives in areas such as digital infrastructure capacity, SME digital intensity, and semiconductor industry growth. One of the primary KPIs proposed is the digital intensity among Small and Medium-sized Enterprises (SMEs). The Centre suggests achieving a basic level of digital adoption by more than 90% of EU SMEs as a primary target, reflecting the integration of digital technologies in business operations.

Another key KPI is the cloud and AI infrastructure capacity. The Centre proposes tripling EU data center capacity within the next five to seven years to meet business and administration needs by 2035. Methods for assessing and tracking EU cloud compute infrastructure capacity are to be established to monitor this KPI.

The Centre also emphasises the importance of measuring the EU’s share of global semiconductor value chain revenues. The goal is to increase the EU’s share from 10.5% in 2024 to 20% by 2030, which implies more than quadrupling current semiconductor revenues. This KPI reflects competitiveness and input to the Digital Decade's strategic autonomy.

These KPIs reflect a focus on infrastructure resilience, digital uptake by businesses, and technological sovereignty in key sectors. While other performance indicators related to AI, edge computing, and digital identity are relevant to digital transformation, the Center for Data Innovation emphasizes these specific KPIs directly tied to the EU’s Digital Decade targets.

Analyzing where the EU is succeeding and failing in its digital transformation will be critical in reaching the 2030 targets.
