City Intelligence Ranking
The 2025 Smart City Index, an annual evaluation conducted by Bitkom Research, has shed light on the digital progress of German metropolises. Established in 2019, this digital ranking of German cities evaluates cities in five thematic areas: online citizen services, mobility sharing offers, intelligent traffic lights, broadband availability, and the quality of intelligent traffic lights.
In the 2025 edition, Zurich retained its position as the world's smartest city according to the IMD Smart City Rankings, achieving the highest score in the Smart City Index.
The Smart City Index assesses the availability and quality of these thematic areas. For instance, it evaluates the availability of broadband and intelligent traffic lights, as well as the quality of intelligent traffic lights. It also considers the availability of online citizen services and mobility sharing offers.
Experts from Bitkom Research collect and verify data annually for the Smart City Index. The 2025 results, the latest available data at the time of this statement, are available on this page. The results for each city are available individually, allowing for a detailed analysis of each metropolis' digital landscape.
The availability of historical data for the Smart City Index allows for comparison and analysis of city development over time. This year's results do not introduce any new methods or criteria for evaluation. Instead, the Smart City Index continues to evaluate cities in the same five thematic areas.

The results of the Smart City Index are expected to influence the rankings and evaluations of German metropolises in the future.
