Debut of Albania's artificial intelligence "minister" marked by speech in parliament

In a groundbreaking move, Albania's AI-generated virtual minister, named Diella, made its debut in the Albanian parliament. This digital chatbot, visually represented as a woman in traditional Albanian dress, was created earlier this year in cooperation with Microsoft as a virtual assistant on the e-Albania public service platform.

Diella is intended to help tackle corruption in public spending, embodying duties, accountability, transparency, and non-discriminatory service. In its three-minute address, Diella stated that it is not there to replace people but to help them navigate the site and get access to about 1 million digital inquiries and documents.

The debate on the government program ended after 25 minutes due to opposition lawmakers banging their hands on their tables. The opposition, highly critical of the AI program, believes it is a way for the government to hide graft. However, they did not provide an explanation for their belief.

Despite the opposition boycott, the Cabinet's program passed with 82 votes in favor in the 140-seat parliament. Prime Minister Edi Rama argued that the AI-generated bot will help the government work faster and with full transparency, marking a significant step in the Albanian government's push for transparency and innovation.

This AI-generated bot is part of a larger plan to highlight Albania's technological innovations as it works towards European Union membership. Albania hopes to join the European Union by 2030. Diella, as a symbol of this push, is a testament to the country's commitment to modernising its public administration and combating corruption.
