Democracy Forward Sues Agencies Over AI Use in Trump Deregulation
A legal nonprofit, Democracy Forward, has filed a lawsuit against several federal agencies, including the General Services Administration (GSA), Office of Personnel Management (OPM), Office of Management and Budget (OMB), and Department of Housing and Urban Development (HUD). The suit seeks compliance with public records laws and aims to shed light on the use of AI in the Trump administration's deregulation efforts.
Democracy Forward, which is also involved in a separate lawsuit challenging the Trump administration's data consolidation practices, alleges that the agencies have failed to provide documents requested under the Freedom of Information Act (FOIA). The group submitted requests in June and July but did not receive the information within the required timeframe.
The lawsuit names specific AI tools, such as the GSA's USAi and SweetREX, which is reported to flag regulations for elimination. Democracy Forward argues that these tools have played a significant role in the deregulation efforts, with the GSA alone rescinding or revising over 36 policies, resulting in the elimination or revision of 100,286 words of regulation. An email from a GSA-affiliated account even outlined progress in reviewing policies to align with President Trump's directives, attaching a policy review playbook and template spreadsheet.
Democracy Forward's president and CEO, Skye Perryman, has stated that AI should be used ethically and skillfully, not as a replacement for civil service professionals. The lawsuit seeks to uncover how these agencies have employed AI in their deregulation efforts and ensure transparency in their decision-making processes.
