Kickstart: The northern city of Haiphong rises to the top of the 2024 Provincial Competitiveness Index (PCI), marking a significant milestone in its economic growth journey.

The Scene: In a ceremony held in Hanoi, the Việt Nam Chamber of Commerce and Industry (VCCI) announced that Haiphong had secured the number one spot in the 2024 PCI report with a score of 74.84. Phạm Tấn Công, VCCI Chairman, recognized Haiphong's consistent dedication to improving the local business environment through key reforms such as streamlining administrative procedures, promoting investment, and enhancing transparency.

The Top 5: Joining Haiphong in the top 5 were Quảng Ninh (73.20 points), Long An (72.64), Bắc Giang (71.24), and Bà Rịa - Vũng Tàu (71.17). Other notable provinces included Thừa Thiên Huế, Hậu Giang, Phú Thọ, Đông Tháp, Hưng Yên, Cần Thơ, Bến Tre, and Ninh Thuận. Notably, Hưng Yên entered the top 10 for the first time.

Twenty Years of PCI: This year's report marks 20 years since the PCI was first introduced, with the goal of fostering a transparent, business-friendly, and competitive environment across Vietnam. The report is based on feedback from nearly 11,000 domestic and foreign enterprises, offering a comprehensive overview of provincial economic performance and business sentiments nationwide.

Reform Highlights: The 2024 PCI report continues to highlight local reform efforts and addresses the challenges businesses face. This year's edition expands its scope to include assessments on environmental governance and green investment promotion - key indicators as localities move toward sustainable development and green growth. Phạm Tấn Công also announced that the 2024 PCI would be the final edition to evaluate all 63 provinces and cities in their current form, ahead of the upcoming administrative restructuring in 2025.

Haiphong's Ascension: Over the past several years, Haiphong has significantly improved its PCI rankings through bold reforms focused on streamlining administrative procedures, building digital government systems, and enhancing the professionalism of public service delivery. According to Lê Tiến Châu, Secretary of Hải Phòng City Party Committee, in 2024, Haiphong achieved a rare hat-trick by leading in three key national indicators: the PCI, the Public Administration Reform Index (PAR Index), and the Satisfaction Index of Public Administrative Services (SIPAS). This triple recognition affirms Haiphong's strong commitment to reform and its reputation as an attractive destination for investors.

Digital Infrastructure and Connectivity: Haiphong has deployed a dedicated network to ensure 100% connectivity of wards and communes to the administrative procedure handling information system, supporting the city's move toward a digital government. The city has integrated digital systems across all administrative levels, streamlining communication and data sharing between local authorities and businesses.
  3. Improved Governance and Regulatory Environment: Businesses reported improvements in market entry, transparency, fair competition, government dynamism, legal institutions, and security. Haiphong also led the Public Administration Reform Index (PAR Index), reflecting a commitment to ongoing administrative improvements and responsiveness to business needs. The PCI Index serves as a monitoring tool, allowing the government to adjust policies based on feedback from the business community.
  4. Economic and Investment Outcomes: Haiphong has maintained a double-digit GRDP growth rate for 10 consecutive years and is among the top five localities by economic scale in Vietnam. The city has been a top destination for FDI in the 2021–2024 period, due in part to its improved business environment.
