Rules for the Application of This Regulation will be established by the Commission via Implementing Acts.

In the city of Pforzheim, Germany, the process of registering a vehicle has become more streamlined and efficient. Since 2019, the entire registration process, including new registrations, re-registrations, and deregistrations, can be done online, eliminating the need for lengthy visits to the registration office.

This digital transformation has enabled immediate driving after the registration process. The online portal issues a temporary digital proof of registration, known as the preliminary registration certificate, which legally permits driving the vehicle until the physical documents (like the vehicle registration certificate and license plates) are sent or collected.

The preliminary registration certificate, introduced in September 2021, is only valid for immediate driving and is not a long-term driving permit. It is valid for up to ten days until the regular registration documents are sent by post.

To access the online portal, strong authentication methods are required to ensure security and protect personal data. German residents can use their national electronic ID card (Personalausweis) for secure login and authentication, entering their PIN to verify their identity digitally. Non-German residents can use an electronic residence permit card with an activated eID function, while video identification procedures or strong identification through trusted banking identities are also supported.

For users without a card reader, a "Bund-ID" can be set up, which is used for official online procedures like the Electronic ID card. Companies and car dealerships can conduct electronic registration processes using their Elster certificates, which are also used for communication with financial authorities and for setting up a Bund-ID.

After online registration, the license plates need to be taken care of before the first drive. If a desired license plate has been reserved and is available, the license plates are taken care of for you.
