Simplified Transaction Process at City Hall Now Faster Than Ever
Winston Pepito, the Barangay Captain of Bacayan and the newly elected Cebu City councilor, has successfully introduced a "City Hall at Your Fingertips" initiative in Bacayan. This concept, which utilizes a dedicated mobile application, provides residents easy access to services, including obtaining cedulas and barangay clearances, with document delivery available as well.
In an announcement made at a news forum on Tuesday, May 27, 2025, Pepito revealed his intention to extend this initiative city-wide and make it a central part of his work as a councilor.
Through the mobile app, residents can instantly access city hall services without physically attending the office, facilitating transactions and potentially reducing time off from work.
Niza Archival, another incoming councilor in Cebu City, expressed cautious support for Pepito's plan, noting that not everyone in the community has easy access to technology. However, Pepito has proposed enhancing network signals in rural areas to address this concern.
While the details of the plan's expansion to the entire city are still under development, Pepito and other incoming councilors are actively preparing to implement these changes upon taking office.
Support for this initiative has also been expressed by Bise Mayor Tomas Osmenña, who has advocated for round-the-clock government services under the "Mayor of the Night" banner.
