Streamlining and Minimizing Complexity in Employment Processes Proposed
The Ministry of Home Affairs in Vietnam has proposed a draft decree aimed at streamlining and modernizing employment services in the country. The decree, which focuses on simplifying administrative procedures, establishing a uniform legal framework for public employment service organizations, and strengthening state management over employment services nationwide, is a significant step towards enhancing efficiency, transparency, and regulatory consistency in Vietnam’s employment sector.
Key provisions of the draft decree include clear regulations on the establishment, organization, operation, restructuring, and dissolution of public employment service organizations. This is to ensure consistent management and standardization of employment services across the country.
To modernize employment services, the draft proposes the creation of an Electronic Employment Service Platform (National Employment Exchange) at vieclam.gov.vn. This centralized digital system will facilitate employment services, improve transparency, and support digital transformation in labor market operations.
The draft decree also specifies conditions for the issuance, reissuance, extension, and revocation of employment service licenses. These conditions, which include requirements for facilities, personnel, and deposit, aim to ensure the quality and integrity of employment service providers.
Currently, there are 52 public employment service centres and 510 private employment service enterprises in Vietnam. The employment service system in Vietnam has aligned with international norms, forming two models: public employment services (employment service centres) and private employment services (employment service enterprises).
Private employment service enterprises primarily focus on supplying and introducing skilled workers, targeting large companies, corporations, and foreign-invested enterprises. Annually, these enterprises advise, introduce jobs, and supply labour services to tens of thousands of workers and thousands of businesses.
The ministry is seeking feedback on the draft decree, which also includes provisions to maintain current conditions but amend them to comply with the Employment Law 2025 and facilitate alignment with the government’s program on reducing business-related regulatory burdens.
The draft decree is a significant step towards addressing issues in the organisation and operation of employment services. It also aims to prevent disguised recruitment scams, which have been a concern in job exchange activities organized spontaneously or online without proper regulation.
Managers of employment service activities must have at least three years of experience in the fields of home affairs, labor, or employment. To provide good services, it is necessary to further research digital transformation and IT applications in employment services.
