To navigate these challenges effectively, technology supporters must employ strategic approaches to maintain productive discussions and ensure policy progress.

The Federal Trade Commission (FTC) has recently embraced concern trolling in its advanced notice of proposed rulemaking (ANPR) on data practices, asking blatantly biased and loaded questions designed to further a preexisting agenda. Recognising these tactics is crucial for tech supporters to identify and call out concern trolling, thereby elevating tech policy discussions beyond the concerns of the trolls.

One effective strategy is to identify and label the behaviour clearly. Being aware that concern trolls often focus on narrow ideological values and deny other valid perspectives can help avoid getting sidetracked by partisan or ideological disputes.

To counter concern trolls effectively, it's essential to stay focused on facts and goals. Keep discussions evidence-based and solution-oriented rather than engaging in ideological debates. This reduces the influence of trolls who attempt to overwhelm the conversation with endless arguments grounded in selective values.
