Russian Billionaire Pavel Durov's Ongoing Legal Battle in France

Pavel Durov, the founder of Telegram and a Russian billionaire who also holds French and Emirati citizenship, has been embroiled in a legal battle in France since his arrest at the Paris airport nearly a year ago.

The arrest occurred on August 24, 2024, following a warrant issued by French anti-fraud authorities, citing 12 criminal offences connected to Telegram. Durov was formally charged with six allegations, including providing cryptology services, complicity in illegal conduct, and refusal to cooperate with authorities. He was released from custody under judicial supervision, required to pay a bail of five million euros, prohibited from leaving France, and mandated to report to the police twice weekly.

The charges against Durov are severe, with allegations of illegal content on the Telegram platform, including child sex abuse materials, support for organized crime, and facilitation of illegal transactions. However, Durov has vehemently denied these charges, through his lawyers, describing them as absurd. He has also challenged the constitutionality of the case and has requested a preliminary ruling from the European Court of Justice.

Investigations remain ongoing both in France and Russia. Durov has been repeatedly questioned by French investigative judges, most recently in July 2025, for up to 10 hours over these allegations. His legal team has also requested the dismissal of the ongoing investigation and a review of the case by the French Constitutional Council.

Despite the ongoing legal proceedings, French judicial authorities have observed that cooperation with Telegram has improved since Durov’s arrest. No new official charges have been added since the initial six, but the investigation is still active with potential developments expected.

Prior to his arrest, Durov was in conflict with the Russian side, with Moscow unsuccessfully attempting to shut down Telegram in 2018. The arrest caused a stir, with Moscow accusing it of political persecution.

Durov, who now lives in Dubai with his family, is allowed to travel there for up to two weeks at a time. He has stated that he had not intended to found Telegram for criminals, but their presence on the platform had increased.

Investigators have identified several Telegram groups involved in pedophilia, drugs, fraud, arms trafficking, and hitmen mediation. Durov's lawyers argue that he cannot be held responsible for the actions of these groups, as Telegram is a platform that allows users to create and join groups anonymously.

The legal battle between Pavel Durov and French authorities continues, with both parties presenting their arguments and evidence in court. The outcome of this case could have significant implications for the future of Telegram and online privacy.
